從尚萬強撕毀有前科的身份證、化名為「馬德廉先生」、在假釋期間就消失不見後，警探賈維一直在持續追緝他
擔任市長職位的「馬德廉先生」，有天在街上，以己身的強壯力量，幫住一個被馬車壓住的老人脫困
此事贏得眾人的讚譽，卻也引起賈維的疑心，因為當初尚萬強在監獄中就以力大無窮出名
然而，正在此時，有個外表與尚萬強相似的男人被逮捕了
賈維為了自己誤認、汙衊市長名譽一事，前去和「馬德廉先生」道歉並說明已將真兇追緝到案
於是「馬德廉先生」陷入了道德上的糾結......
